Program Management 2004/05 - 2009/10 Capital Works Program for the NSW Department Human Services -  Ageing Disability and Home Care
Thornton Consulting has been engaged by the NSW Ageing Disability and Home care in a program management capacity to manage the delivery of their capital works program since 2004/05.  Over this time the value of their capital works program has exceeded 1000 project at a value of over $400 million. 

NABERS Energy and Water Rating Tool New Property Sector Development – Project Management
Thornton Consulting was engaged by the NSW Department of Environment Climate Change and Water (DECCW) to manage the delivery of the new NABERS Energy and Water benchmarking tools for new property sectors, Shopping Centres, Hospitals and Hotels.  This incorporated the development of a project delivery system for all new NABERS tools, establishment of stakeholder consultation groups, monitoring and reporting on progress and management of key project risks.

NABERS Energy for Office – Review and Update
In 2009 Thornton Consulting was engaged by the NSW Department of Environment Climate Change and Water (DECCW) to manage the delivery of the NABERS Energy for Office review and update.  This project used the same delivery system developed for the new NABERS tools, but also included the development of a detailed risk management strategy, industry consultation papers and deliver of the project proposals at key stakeholder information forums.

State Property Authority Property Building Condition Audits
In 2009 the NSW Government divested the ownership of its commercial office buildings to the NSW State Property Authority.  As part of this process, Thornton Consulting was engaged by the NSW Department of Services Technology and Administration to complete condition assessments on a number of these properties.  The assessments included both condition and compliance assessments along with the development of a 5 year works program for each site.

St George Community Housing – Total Asset Management Strategy
Thornton Consulting was engaged by St George Community Housing (SGCH) to complete their Total Asset Management (TAM) Strategy.  SGCH is undergoing a significant change in its asset portfolio with the delivery of the community housing for the Nation Building economic stimulus package.  In preparing itself for this change, SGCH committed to developing a TAM strategy that reflected its new 10 year strategic plan.  The TAM strategy was developed by Thornton Consulting linking in with SGCH’s new IT system and providing a clear process for ongoing asset management.

St George Community Housing – Young People in Residential Aged Care Development
Thornton Consulting has been recently engaged as project manager for SGCH’s Young People in Residential Aged Care (YPIRAC) 10 bed residential development for people with a disability in the Sutherland Shire. The YPIRAC project when completed will be an innovative accommodation model that promotes independent living and will allow for future property strata and a client equity arrangement.

Department of Ageing Disability and Home Care - Environmental Impact Assessment
Thornton Consulting was engaged by the NSW Department of Ageing Disability and Home Care to complete an Environmental Impact Assessment for their $270 million Asset Strategy and Innovative Accommodation (ASIA) capital program.  The Environmental Impact Assessment was developed as part of the NSW Government Gateway Review process where the bid for an additional $90 million in capital funding was successful. 

Project Management of the Decontamination of The Tannery – 2 John St Waterloo – Client NSW Department of Commerce
The decontamination of the interior of the Tannery training site at 2 John St Waterloo was completed by Thornton Consulting in early 2006.  Thornton Consulting was engaged to prepare tender documents for engaging contractors, project manage and complete the subsequent post decontamination assessment of the site to make it safe for disposal.  The project involved significant involvement with heritage consultants due to the majority of the tannery equipment being heritage listed.

Pre Purchase Environmental Due Diligence Comalco Pl – 12 Creek St Brisbane – Client SKM
Thornton Consulting completed the Stage 1 environmental due diligence report for the purchase of the Comalco building at 12 Creek St Brisbane.  This involved capital works forecasting for a 10 year period following the site purchase.

Pre Purchase Environmental Due Diligence  - Sugarland Shopping Centre Bundaberg QLD – Client SKM
Thornton Consulting completed the Stage 1 environmental due diligence report for the purchase of the Sugarland Shopping Centre in Bundaberg Qld.  This involved recommending immediate intrusive investigative works with results to be used in the negotiation of the purchase price.  It also involved completing additional capital works forecasting for a 10 year period following the site purchase.

Development and Implementation of a Hazardous Materials Management Plan for the NSW Department of Ageing Disability and Home Care
In response to ongoing NSW Government Concerns regarding asbestos compliance, Thornton Consulting was engaged to provide advice to the NSW Department of Ageing Disability and Home Care on their situation with respect to hazardous materials compliance.  Thornton Consulting completed a 4 stage process.  Stage 1 was completing a portfolio wide hazardous materials management plan then completing a gap analysis on the Departments 400 assets to determine which assets were potentially at risk of being affected by hazardous materials.  Stage 2 was breaking the 300 sites potentially at risk into work packages for hazardous materials surveys, issuing consultant briefs and then project managing the survey process. Stage 3 was putting together a training package to accompany the registers for the sites affected by hazardous materials.  Stage 4 is an ongoing program, managing remedial works and record keeping.

Hazardous Materials Management Plan Council of the City of Sydney – Thornton Consulting was engaged by the Council of the City of Sydney (City of Sydney) to develop a portfolio wide hazardous materials management plan.  Development of the plan involved completion a risk assessment across 288 assets, reviewing the status of hazardous materials reports for each asset and then completing a gap analysis to identify areas where City of Sydney did not comply with the current legislation.  Stage 2 of this plan involved tendering out packages of hazardous materials surveys to suitably qualified consultants, using a systemised approached that linked in with the City of Sydney asset data base.  This resulted in a timely and cost effective solution for City of Sydney when compared to the traditional way of completing one off hazardous materials surveys.
