and 2006/2007 Capital Works Program for the NSW Department of Ageing
Disability and Home Care
Thornton Consulting was engaged by the NSW Department of Ageing
Disability and Home care to develop and program its capital works
programs for the 2004/05, 2005/06 and 2006/07 financial years. It
has also project managed the implementation of these programs (capital
value approximately $70million per year) and aided the alignment
of these programs with the Departments long terms strategic objectives.
Project Management of the Decontamination
of The Tannery – 2 John St Waterloo – Client
NSW Department of Commerce
The decontamination of the interior of the Tannery training site
at 2 John St Waterloo was completed by Thornton Consulting in early
2006. Thornton Consulting was engaged to write a tender brief for
engaging contractors, project manage and complete the subsequent
post decontamination assessment of the site to make it safe for
disposal. The project involved significant involvement with heritage
consultants due to the majority of the tannery equipment being heritage
listed.
Pre Purchase Environmental Due Diligence
Comalco Pl – 12 Creek St Brisbane – Client
SKM
Thornton Consulting completed the Stage 1 environmental due diligence
report for the purchase of the Comalco building at 12 Creek St Brisbane.
This involved capital works forecasting for a 10 year period following
the site purchase.
Pre Sale Due Diligence John Williams
Centre – Client NSW Department of Ageing Disability and
Home Care
In 2004 the John Williams Centre for respite care in Wahroonga was
closed by the NSW Department of Ageing Disability and Home Care.
Thornton Consulting was engaged to prepare the environmental pre
sale documentation for the disposal of the property.
Pre Purchase Environmental Due Diligence
- Sugarland Shopping Centre Bundaberg QLD – Client SKM
Thornton Consulting completed the Stage 1 environmental due diligence
report for the purchase of the Sugarland Shopping Centre in Bundaberg
Qld. This involved recommending immediate intrusive investigative
works with results to be used in the negotiation of the purchase
price. It also involved completing additional capital works forecasting
for a 10 year period following the site purchase.
Development and Implementation of
a Hazardous Materials Management Plan for the NSW Department of
Ageing Disability and Home Care
In response to ongoing NSW Government Concerns regarding asbestos
compliance, Thornton Consulting was engaged to provide advice to
the NSW Department of Ageing Disability and Home Care on their situation
with respect to hazardous materials compliance. Thornton Consulting
completed a 4 stage process. Stage 1 was completing a portfolio
wide hazardous materials management plan then completing a gap analysis
on the Departments 400 assets to determine which assets were potentially
at risk of being affected by hazardous materials. Stage 2 was breaking
the 300 sites potentially at risk into work packages for hazardous
materials surveys, issuing consultant briefs and then project managing
the survey process. Stage 3 was putting together a training package
to accompany the registers for the sites affected by hazardous materials.
Stage 4 is an ongoing program, managing remedial works and record
keeping.
Capital Works Program Reporting
– Client NSW Department of Commerce
Thornton Consulting was engaged by the NSW Department of Commerce
Special Project Division to assist in the project management and
reporting for the delivery of a capital works program for one of
their clients. It involved systemising their reporting systems and
financial control systems to allow for appropriate project management
along with simple and accurate reporting for an intricate $50million
capital works program.
Hazardous Materials Management Plan
Council of the City of Sydney
Thornton Consulting was engaged by the Council of the City of Sydney
(City of Sydney) to develop a portfolio wide hazardous materials
management plan. Development of the plan involved completion a risk
assessment across 288 assets, reviewing the status of hazardous
materials reports for each asset and then completing a gap analysis
to identify areas where City of Sydney did not comply with the current
legislation. Stage 2 of this plan involved tendering out packages
of hazardous materials surveys to suitably qualified consultants,
using a systemised approached that linked in with the City of Sydney
asset data base. This resulted in a timely and cost effective solution
for City of Sydney when compared to the traditional way of completing
one off hazardous materials surveys.
